Temporary assignment

Do you enjoy working on projects that have an immediate impact on towns and villages? From a dormer window to a block of flats, and from a change of use for a home-based business to a community shelter: as a Planning Case Manager, you make it happen. For a temporary assignment running until 31 December 2026, we are looking for a professional who can start as soon as possible and is keen to take the lead on a wide range of spatial initiatives.

Your contributions

You will be working on plans that affect the development of the municipality. This might involve authorising new uses in an area, such as a community centre, an office, a catering establishment or housing, in a location where such uses are not normally permitted. You will assess whether plans are consistent with environmental policy and the local environment, and whether there is scope to deviate from these. In doing so, you will focus primarily on the spatial impact and the balance within the environment. You will oversee the entire process from initiative to decision. You will be the first point of contact for residents and project proposers, ensuring that all advice and interests are brought together in a single, well-reasoned decision. Your main tasks:

  • Assessing initiatives that deviate from the environmental plan (BOPA’s);
  • Application of spatial considerations (ETFAL: balance between functions at a location);
  • Assess whether an initiative is in line with the local context and the council’s vision;
  • Co-ordinating advice from, amongst others, town planners, urban planners, environmental and heritage experts;
  • Balancing the interests of housing, work, quality of life, nature and the economy;
  • Drafting of decisions and explanatory statements;
  • Supporting project initiators who adopt a “yes, provided that…” approach;
  • Consult with regulators on implementation and implications. 

Your profile

For this role, we are looking for a capable professional with a background in environmental law and experience of spatial planning issues. You will also have:

  • At least higher vocational education (HBO+) level of working and thinking;
  • Ideally, you will have completed the ABW1 course or are currently undertaking it;
  • Knowledge of environmental law, architecture and/or town and country planning;
  • A solid background in civil engineering or town planning;
  • Preferably experience working within a local authority or environmental agency;
  • You work independently, but you’re also a great colleague to work with.

For this assignment, we would like to receive a reference from a similar local authority where you have gained experience with medium- to large-scale spatial initiatives and/or planning applications.
We also ask for the contact details of a referee so that, if necessary, we can request further information about your work and performance.

Our client is based in Venlo and is therefore easily accessible from Weert, Roermond, Panningen and Eindhoven.
